Virginia Beach man arrested by CBP on rape charges at Norfolk cruise ship

U.S. Customs and Border Protection officers arrested a man Saturday on felony forcible rape and sexual battery charges before he boarded a cruise ship in Norfolk.

While conducting the passenger vetting process, CBP officers identified Fard Shaheed Matthews, 49, of Virginia Beach, who had an outstanding arrest warrant from Norfolk police, according to a release issued Friday afternoon.

CBP officers turned Matthews over to Norfolk police.

Border officers compare international passenger and cargo manifests to numerous law enforcement databases, including the National Crime Information Center, to identify passengers and cargo that may require additional inspectional scrutiny, such as those with outstanding arrest warrants, the release notes.
