Gunshot fired during standoff as police investigate mental health crisis at CT home

A man faces charges after police said a gunshot was fired at a home in Windsor where officers responded to investigate the report that an individual was experiencing a mental health crisis.

Officers responded to a home on Matthew Lane shortly before 1 p.m. on Wednesday after receiving a call from someone reporting that a family member was acting paranoid and yelling obscenities under the belief that the government was spying on him, according to Capt. Andrew Power of the Windsor Police Department.

Power said the man, 35, was found to have a valid pistol permit and several handguns registered to him. As officers were speaking to family members in front of the home they reportedly heard a gunshot ring out from inside the residence, according to Power.

Police learned that the man and his brother were both inside the home. They were able to verify that no one was injured from the gunfire, Power said.

Officers set up a perimeter around the home and began communicating over the phone with both people inside. The incident prompted a response from additional resources and mutual aid at the scene.

Around 4:45 p.m., crisis negotiators were able to convince both individuals in the home to come out and surrender peacefully, according to Power. Members of the Detective Division assumed the investigation.

According to Power, the 35-year-old was taken to a hospital for an evaluation. He faces several charges in connection with what happened in the home, Power said.

No injuries were reported throughout the incident.

The incident led to a portion of Park Avenue being closed while police were at the scene as well as a delayed dismissal at nearby schools.
