A Baltic man is facing a sexual assault charge following an investigation into an incident which allegedly took place in his home in August.
Adam Allen, 24, was arrested on Tuesday by troopers from Troop E in Montville on the strength of an active arrest warrant at the office of adult probation in Norwich, according to the Connecticut State Police.
Allen has been charged of fourth-degree sexual assault as a result of a criminal investigation which began in August 2025 following a complaint of inappropriate contact that allegedly occurred at his residence, state police said.
According to the arrest warrant affidavit, a trooper was dispatched to a hospital in Norwich on Aug. 26 on a possible sexual assault reported by the emergency room staff.
The trooper made contact with the alleged victim and talked with him in the private family room located in the emergency waiting room. The alleged victim told the trooper he and a female witness, who was being treated at the hospital, stayed overnight at Allen’s house in Baltic and that he allegedly awoke to Allen touching him the outside of his sweatpants, the warrant affidavit said.
The alleged victim told the trooper he had proof that Allen touched both him and the female witness via a recorded conversation and some text messages from Allen allegedly stating that he really “(expletive) up,” according to the warrant affidavit.
The alleged victim told state police he was not medically treated by the ER staff but wanted to pursue a criminal charges. He stated he has been dating the female witness for just over a month and had never met Allen previously, the warrant affidavit said.
The trooper met with the woman who allegedly confirmed that she stayed overnight at Allen’s house and drank a lot of alcohol with him. She told the trooper she initially did not think she was touched by Allen, but Allen allegedly admitted on the recorded conversation he had touched her stomach while she was sleeping, according to the warrant affidavit.
On Sept. 2, the trooper again met with the alleged victim and the woman at the Sprague Resident Trooper’s Office to provide written statements.
The alleged victim said he, the woman and Allen stayed up until 4 a.m. at Allen’s house in Baltic on Aug. 26 having a few alcoholic beverages with most of the drinks allegedly being consumed by the woman and Allen, the warrant affidavit said.
The alleged victim said at that time he and the woman went to sleep on a mattress on the floor next to Allen’s bed. The alleged victim claimed that, at around 8 a.m., he was awoken by Allen lifting his waistband of his sweatpants, according to the warrant affidavit. The alleged victim claimed that Allen then began to rub on the outside of his sweatpants. The alleged victim stated he was still half asleep and was trying to understand what was going on. He claimed that a few seconds later, he was able to comprehend what was going on and rolled onto his stomach to prevent further touching. The alleged victim stated he went into the bathroom and Allen went back into his bed, the warrant affidavit said.
The alleged victim said he then left the residence and went to his father’s house a few miles away. The alleged victim said that after telling his father what had happened, he went back to pick up the woman at Allen’s house and then they went to talk at a parking lot in Baltic, according to the warrant affidavit.
The alleged victim claimed he told the woman what Allen allegedly had done to him and were figuring out what they should do. The alleged victim said after picking up their personal items from Allen’s mailbox, he and the woman went to his house, the warrant affidavit said.
The alleged victim claimed that the woman received from text messages from Allen and that Allen called the woman. The alleged victim said he recorded most of the conversation and allegedly heard Allen apologize for touching him and the woman’s stomach. The alleged victim then said the woman then asked him to take her to the hospital since she was unsure of the extent of Allen’s touching, according to the warrant affidavit.
The woman told state police that, on Aug. 26 around 12:20 a.m., she picked up the alleged victim from his job and told him they were going to Allen’s house to hang out and drink. The woman claimed that through the course of the evening, she probably had over 13 drinks and at around 4 a.m., she and the alleged victim went to sleep on a mattress on the floor in Allen’s bedroom, the warrant affidavit said.
The woman said she woke up at about 9 a.m. wondering where the alleged victim was. She told state police she asked Allen where he was and he said he had left in the car. The woman alleged that Allen “was acting weird, giving half responses and was nervous,” according to the warrant affidavit.
The woman said she texted the alleged victim to come get her and he arrived a few minutes later. She said they drove to a parking lot in Baltic where he told her that Allen allegedly lifted up his pants waistband and inappropriately touched him, the warrant affidavit said. While talking with the alleged victim, the woman said Allen texted her saying they forgot some items at his house and he was going to put them in the mailbox since he was leaving, according to the warrant affidavit.
The woman said she and the alleged victim went back to Allen’s house and got the personal items and then went to the alleged victim’s house. The woman told state police Allen sent a ton of text messages, some that allegedly said he was sorry, he did not remember anything, he’s disgusted, doesn’t want to be around anyone and needs to get help, the warrant affidavit said.
The woman claimed that Allen called her and the alleged victim recorded most of the conversation with his phone, In the conversation, Allen allegedly apologized for touching her stomach and allegedly admitted that he touched the alleged victim. The woman said she hung up on Allen and had the alleged victim take her to the hospital since she was unsure if Allen had done more than touch her stomach, according to the warrant affidavit.
The woman said after being examined, she opted out of the sexual assault kit since she knew she was not sexually penetrated. The woman said she was not filing a criminal complaint on Allen but was giving a written statement to support the alleged victim, the warrant affidavit said.
The woman later e-mailed a copy of the text messages and the recorded phone conversation to state police, which were entered into evidence. According to the warrant affidavit, the text messages from Allen to the woman included him allegedly apologizing because he did not remember, saying he “shouldn’t be drinking”, he “didn’t mean to touch you guys” and stating that he feels “so bad” and doesn’t “deserve to be around anyone.”
The recorded conversation between the woman and Allen allegedly included Allen saying “I’m so sorry, I shouldn’t be around anyone”, “I gotta stop drinking.” He also allegedly admitted to touching the woman’s stomach trying to get his vape and said he “didn’t mean to touch you guys like that,” the warrant affidavit said.
The state police attempted to call the number the woman had received the text messages and phone call from and allegedly confirmed Allen’s voice was the same as the man that was recorded in the conversation.
Allen told state police he obtained “Attorney Beebe” of Norwich and to contact him regarding questions about the incident. The state police then contacted Beebe who said Allen would be exercising his Fifth Amendment and would not be interviewed.
Based on the investigation, state police requested and were granted an arrest warrant for Allen, who was taken into custody on Tuesday. He was later released from custody on a $25,000 court-set bond and is scheduled to appear at Norwich Superior Court on Oct. 2.
