A man faces stalking, harassment and other charges for allegedly making a number of threatening social media posts about a woman last week, including some that made a reference to her being shot.
Frank David, 46, of Milford was arrested last Thursday in connection with a warrant for his arrest charging him with inciting injury to persons or property, second-degree stalking, second-degree threatening and second-degree harassment, according to Connecticut State Police.
He was taken into custody by detectives with the state police Eastern District Major Crime Squad and Officers from the Milford Police Department. David was held on a $250,000 bond and was expected to appear in Milford Superior Court on Friday.
According to the arrest warrant affidavit, the state police Intelligence Operation Unit was sent an anonymous email last Tuesday alleging David had made a number of threats toward a woman. The email included multiple screenshots showing alleged social media posts.
In the warrant affidavit, state police investigators detailed five alleged posts, though this portion of the warrant was heavily redacted. One of the posts allegedly included a photo of the victim and two others allegedly made a reference to her being shot, the warrant affidavit said.
Investigators found that the posts had been taken down after they were reviewed.
State police interviewed the victim last Wednesday and she told them she initially met David in 2018 through her employment, according to the warrant affidavit. She said she knew of another woman who David had allegedly made social media posts about years earlier, though she said they were “more troublesome and sexual than threatening,” the warrant affidavit said.
Sometime last year, David was allegedly supposed to be at the woman’s place of employment — which is not detailed in the affidavit — and this led to increased security measures being taken, according to the warrant affidavit. The victim told investigators that she learned he had previously been issued an infraction in connection with criminal charges and had multiple guns seized at one point, though he was later given them back, the warrant affidavit said.
The woman further alleged that in November 2020 David wrote her a letter admitting he “had a crush on her,” the warrant affidavit said. In December 2024, she told police, he allegedly made a post online about going to her home, according to the warrant affidavit.
“The victim stated she is now scared and concerned with his most recent posts online,” state police wrote. “The victim stated that David has posted antisemitic, threatening and sexual remarks, which has caused her fear of being sexually assaulted and physically harmed.”
Investigators spoke to David the same day and he agreed to be interviewed over the phone but would not meet in person to give a written statement, the warrant affidavit said. He told police that one of his social media accounts had been hacked and that he had to shut it down, the warrant affidavit said. He said he could not entirely read what had been posted because some of them had been blocked but that “one was racist and one said something about shooting somebody,” according to the warrant affidavit.
David also told police that three of his ex-girlfriends had his social media passwords and that he had not changed them since 2015, the warrant affidavit said. He said he believed that one of them was “trying to get him into trouble, and they have done this before,” state police wrote.
According to the warrant affidavit, David said he believes one of his ex-girlfriends was trying to get him arrested because a “previous case against him was dismissed.” Specifics about the case were not detailed in the affidavit, though David told police one of his exes allegedly “knows what to say because she has done it to him and others in the past.”
He also alleged that she previously “punched herself in the face” to get him arrested, but he claimed that he had video proving it was not him, the warrant affidavit said. He said the woman would also “spoof” other people’s numbers and that she was able to fool him one time into believing he was communicating with a family member, state police wrote.
David told police he deactivated his social media account after finding out about the harassing posts and used another account to apologize, the warrant affidavit said.
According to court records, David remains held on a $150,000 bond following his arraignment. He has not entered a plea and is due back in court on Oct. 30.
