Paroled Elgin child murderer charged with failing to register as sex offender, living near day care

A Carpentersville man, on parole for first-degree murder and predatory criminal sexual assault in the 1997 death of his former girlfriend’s 20-month-old daughter, has been charged with violating the terms of his release.

Cayce Williams, 52, formerly of Elgin, faces two counts of failure to register as a sex offender, two counts of failure to inform law enforcement of information change and a child sex offender residing in a day care zone, which is a class 4 felony.

At his first Kane County court hearing on the charges, Williams appeared via Zoom Thursday in the courtroom of 16th Circuit Associate Judge Dave Kliment.

Kilment disclosed that he represented Williams on the 1997 murder charge when he served as the Kane County public defender.

“I don’t feel there is a conflict (in handling the court hearings),” Kliment said.

The judge asked Williams if he had any problem with having him preside over the case. Williams said no. Kane County Assistant State’s Attorney Matt Rodgers didn’t object.

Williams must appear in person for the arraignment, which is scheduled for Dec. 11, Kliment said.

Williams was released in February 2021 after serving 24 years for the murder and sexual assault of Quortney Kley. As part of his release, he is required to register as a convicted child sex offender.

Carpentersville police learned that between March 2024 and September 2025, he was living in a home on Elm Avenue but had registered that he was living at a Chicago address. The Carpentersville home is located within 500 feet of a day care facility.
