Police: Man filmed ‘thousands of males’ at restrooms near Colonial Williamsburg for decades

WILLIAMSBURG — A man is believed to have filmed “thousands of males” in public restrooms in the Colonial Williamsburg area going back nearly three decades, Williamsburg police said Monday.

George Thomas West, of Gloucester, was arrested on 17 counts of unlawful filming of another after a complaint on Aug. 2 about alleged filming at a public restroom near the intersection of Duke of Gloucester and South Henry streets in the Historic Area.

He was using a cellphone, said Williamsburg spokeswoman Nicole Trifone.

Williamsburg police executed multiple search warrants in relation to the case following the Aug. 2 incident, a news release said. West was also charged with disorderly conduct.

“West is believed to have unlawfully filmed thousands of males in public restrooms in the Colonial Williamsburg area, as well as in the region, going back to 1996,” the release said. On Monday, police asked any other potential victims to come forward.

The release said West “is specifically believed to have operated in the City of Williamsburg on Saturdays.” Some of the filming may have occurred in Newport News, Trifone said. A variety of recording devices have been used since 1996, she said.

West is charged under a state law that makes it illegal to “knowingly and intentionally” take pictures or videos of a “nonconsenting person” — which can include nude pictures, pictures of people in their undergarments, or otherwise recording someone who has a reasonable expectation of privacy.

The charges are Class 1 misdemeanors if the person being recorded is an adult and felonies if the victim is a juvenile. All of the 17 cases filed against West are misdemeanors, each punishable by up to a year behind bars.

Several victims from the Aug. 2 incident remain unidentified, police said.
