Two more arrested in connection with Outer Banks shooting

Detectives have charged two more Outer Banks teenagers as adults in connection with a July 31 shooting at Avalon Pier that left a 19-year-old Kill Devil Hills man dead and a 15-year-old tourist wounded.

Kayden Mychael Lindsey, 17, of Kitty Hawk, is charged with first-degree murder for being an accessory before the fact in the death of Zane Hughes, a 2024 graduate of First Flight High School, Kill Devil Hills police said in a Wednesday news release. Zachary Kane Rose, 17, of Grandy, faces a charge of aiding and abetting first-degree murder, the release said. Both were arrested Wednesday.

The alleged shooter, 16-year-old Henry Lee Hargis of Kill Devil Hills, was arrested the day after the shooting and charged as an adult with first-degree murder.

The new arrests are the result of a continued examination of “the circumstances surrounding this tragic incident,” the release said. Police have not released a suspected motive except to say the shooting was “isolated and targeted.”

The shooting occurred in the crowded parking lot of the pier at 2111 N. Virginia Dare Trail. Officers found Hughes dead and a  15-year-old visitor from Pennsylvania being treated by pier visitors and employees. The 15-year-old, struck in the thigh by a ricochet, was flown to Norfolk General Hospital, where he was treated and released.

The two teens charged Wednesday were held at area juvenile detention centers in lieu of $750,000 bonds and have initial court dates scheduled for Sept. 23.

Avalon Pier, built in 1958, is a popular destination known for its fishing pier, arcade games, and rooftop bar. In a Facebook post following the shooting, the pier described the event as “an end to a feud between two young individuals.”
