VIRGINIA BEACH — A ballot referendum question that asked voters whether they prefer a City Council with seven district-based seats and three seats elected at-large along with the mayor (a no vote), or the current system, which has 10 single-member districts (a yes vote) was too close to call as of 9:15 p.m. Voters also selected candidates for four city constitutional offices.
Sheriff
Virginia Beach Sheriff Rocky Holcomb, 57, has been reelected. He was leading by more than 30,000 votes at 9:15 p.m., according to unofficial results reported to the state.
Holcomb was challenged by Peacemaker Aldo, 56. The two men ran against each other in last year’s special election, which ended with Holcomb, a Republican, capturing nearly 72% of the vote and Aldo, an independent, getting 26%. Aldo previously went by Aldo Dibelardino but has since legally changed his name to Peacemaker Aldo.
Commonwealth’s attorney
Virginia Beach Commonwealth’s Attorney Colin Stolle also held a lead on Election Night and appeared poised to hold his post.
The last time Stolle, 55, had a political opponent was in 2013, when he first ran for the job and easily won.
This November, the Republican chief prosecutor was challenged by Democrat Suzanne Seidel Richmond, 46, an attorney who’s served as a prosecutor, public defender, appellate lawyer and attorney in private practice.
Treasurer
Virginia Beach Treasurer Leigh Henderson, 47, ran an uncontested race. Henderson, a Republican, was first elected to the position in 2019, but has served in the position since 2018. She was appointed after former treasurer John Atkinson stepped down. Her department is tasked with maximizing the collection of revenues on behalf of the city.
Commissioner of revenue
Incumbent Philip Kellam, a Democrat, ran an uncontested race for Virginia Beach commissioner of the revenue. Kellam, 69, has served in the position since 1998. The seat has a four-year term and the office collects all local taxes except the real estate tax.
